This book examines in detail the concept of State in its relation to its People which it governs. Whether sovereignty should lie with the People or the State is the basic argument of this book? This book suggests that for better governance there should be Direct Democracy i.e., Peoples’ Sovereignty than the prevailing Indirect Democracy which is the rule of the legislatures over their subjects. This book also emphasizes that by merely changing ruling classes or even by having independent state, peoples’ woes will not come to an end. The need is for rotational governance, fixation of tenure for elected representatives, so that professionalism and dynastic rule, which is plaguing Indian politics today, and criminality, muscle and economic power, can be checked. Unless decision making power solely rests with the people through their direct political control over their legislatures democracy will neither get strengthened nor can further flourish.
